Project HERO began as a demonstration project within the Department of Veterans Affairs Health Administration in 2008. The program was originally designed to be limited to coordinating contract care for veterans eligible for outpatient or inpatient services. The program, managed by private healthcare giant, HUMANA, has ballooned far beyond its original intent with virtually no congressional oversight, now accounting for 30 percent of all care distributed by the VA. Since that time, veterans service organization, employee representatives, and VA healthcare professionals have voiced serious concerns about the quality, cost, and accessibility of the program.
